Power Rangers - What is the difference between the bosses and the monsters-of-the-week?

After 21 years of watching Power Rangers, the seasons Jungle Fury, RPM, Samurai/Super Samurai, and Megaforce/Super Megaforce have me wondering: what is the difference between the bosses and the monsters-of-the-week?
Is it the length of time on the show? the appearance? the power?
What do you Power Ranger fans think?

    @PRThunder well I don't personally believe it'd be the power since some of the bosses never fought against the Rangers... such as Rita, Machina, Dark Specter and Gruumm so I think it's a number of things. Their level in their ranks and who gives the most commands
